What is it: 

Areas of the UK Continental Shelf (SEA areas 1-8) defined by The Department (The Department for Business, Energy & Industrial Strategy (BEIS) formerly DTI, BERR and DECC) for which a series of strategic environmental assessments have been undertaken to support offshore energy decision making.
